Sustainable Management Plan

During the planning stage, councils will generally ask for a report outlining key Environmental Sustainable Design (ESD) measures implemented during the construction stage.

For more significant developments (10+ units) and non-residential developments of more than 1000m2, the council will request Sustainable Management Plans (SMP) Report. The SMP report is a more detailed ESD report and will include a Built Environment Sustainability Scorecard (BESS) scorecard, which will assess nine key criteria to satisfy council’s requirements.

A STORM Assessment scorecard system will also need to be included. A STORM assessment measures the development’s ability to treat stormwater.

With the increase in hard surface areas comes rainwater through our stormwater system and the sediment with it. Treatment types such as rainwater tanks, rain gardens, and buffer strips can be utilised through development to treat the rainwater before it hits our stormwater drainage system.

Preliminary 6-star energy rating reports will also be included for residential developments.

This ensures the dwellings meet the 6-star minimum early on and determine if any design issues could add cost through high-performance double glazing and insulation.

Preliminary commercial energy ratings or section j reports will also be included for commercial developments to determine whether a 10% improvement in insulation and glazing can be achieved from the standard benchmark.

Sustainable Management Plans are often called up for apartment complexes and significant missed use developments. It is essential to engage in a professional ESD consultant early as council apartment guidelines stipulate maximum cooling loads.
